these are totally BASIC techniques you're asking, and its starting to get down on my nerves...please i've spent a new seconds typing for you how to cut a corner.. i'm sure you can do that simple ass triange!!.... damn

please, alright we here know you want help but asking such question only lead you nowhere.. read the manual or get a book like "Photoshop 6 For Dummies" and thats a real book fo' so...
i wonder y you spent a LARGE amount of money buying photoshop, when you don't know how to use it..

aight?? we don't hate you, we want u here, but these type of techniques can be figured out by your own self.. ok i'm done here

okie
i just done with the help file in Photoshop

but why when i upload the pictures it is so blurry??

like the avatar above is not blurry
but when we view it in the browser it is very blurry

what is the best format to save
that ain't going to lost a lot of quality
cuz i post the above image to another sites
and it is blurry

Go to File-->Save For Web

In the window that pops up, look on the right side. Those are your default options. Click through those and note the picture quality, and also the file-size on the lower-right-hand corner. Find the best quality and the smallest file-size and you're good to go.
