In need of help :(

Alright try this, make a new layer over the bill and pick a dark grey and a light grey color as your foreground and background colors. Then go to Filter>Render>Clouds to get that random color difference. Then do Filter>Brush Strokes>Angled strokes and move the sliders to the right. Then change the blending mode of your new grey layer to "Overlay", "Hard Light" or "Linear Light". That should give you sort of the effect you want.
