its not that bad, I see potential there, may have been a bad idea to blur the text, but thats okay, the text can be replaced.. I'd lose the lighning or whatever that stuff is
and if you wanna fix the jagedys on your circle thing, use the circle selection tool and select the area but make it like a few pixels smaller then select inverse and press delete then use your blur tool, that way ur in more control of the blur process .. , one would think that other people here especially sidez would have offered some help.

help.. what in the hell does that word mean.. heh..But yeah thanx for them there tips. ill finish this later school is getting out..

Hey i switched that layout once again tell me what u think.. oh and i know the nav bar on the side looks messed up and im fixin it just tell me what you think about what i changedLayout

Lose the lines, lose the moon, forget about that nav. Unfortunately, I can't think of anything else but start over again. Don't worry, it's all trial and error, keep on making new stuff then compile the techniques you believe looks good and somehow tie it all together within a central theme and a matching color design. The black backgrounds don't look all too well now.

i see what u sayin..... i think i might as well just use it as a banner.... i dunno though

The 1st layout has potential, just watch those jaggies, and lose the original lightning attempt. Shapes is good, have a look at http://www.eyeball-design.com/fxzone/frames02.htm might be a help.
