After a bit of research, Windows XP does cap your refresh rate at 60, but it is resolved in Windows Service Pack 1.

Ah, I see what you are saying. I don't use XP so I haven't had to deal with any of it's quirks. It was a bug - not on purpose. But you should always apply service packs to a new install anyways.

XP doesn't affect refresh rates in any way.
