After a bit of research, Windows XP does cap your refresh rate at 60, but it is resolved in Windows Service Pack 1.

Refresh Rate is determined by your video card, monitor, and the video card driver, not an OS thing.

Ah, I see what you are saying. I don't use XP so I haven't had to deal with any of it's quirks. It was a bug - not on purpose. But you should always apply service packs to a new install anyways.

XP doesn't affect refresh rates in any way.
