More people seem to know Macromedia's Fontographer, but the program that seems to offer the most controls and options is Pyrus’ FontLab.

Making GOOD fonts is a seriously tedious, time-sucking job. Most of the free fonts I've found are pretty crappy, because pairs kerning stinks or is nonexistent and many don't offer an extended character set. Once you try making a decent font, you'll understand why the good ones from reputable Font Foundries (ITC, Adobe, Agfa, Bitstream, etc) are expensive to buy.
