It can be illegal, or not depending on the case.

I made a quick search and I tried to understand the Digital Millennium Copyright Act you can find HERE
According to this:
This distinction was employed to assure that the public will have the continued
ability to make fair use of copyrighted works. Since copying of a work may be a fair use
under appropriate circumstances, section 1201 does not prohibit the act of circumventing
a technological measure that prevents copying. By contrast, since the fair use
doctrine is not a defense to the act of gaining unauthorized access to a work, the act of
circumventing a technological measure in order to gain access is prohibited.


(If I have correctly understand even with my flaws in Enlglish) this give me the right to copy a protected material Since copying of a work may be a fair use
under appropriate circumstances, section 1201 does not prohibit the act of circumventing
a technological measure that prevents copying


I'm just not sure about this. But like you can also see in some movies. the text when you run a DVD says that any reproduction is prohibited except for the only personal use of the person copying it.

That's only if you're making a copy of a DVD you own for backup purposes. Copying a DVD you don't own or have only rented is obviously illegal.
