Javascript control Browser Text size

Hi guys,

Well, I tried the embeded CSS, but it is not working, I thought it's working but it is not. When I preview it in the Explorer, and I changed the text size from (View->Text Size->Large) the text is expand with me, although I set it for 14pts in the CSS.

And how can I controll the cells in the table so it is also not to be expand.

And last thing, how can I center the background picture not to be tiled.
