All very pointers above, I would just add that while I was learning HTML and photoshop, the best thing to understand to get a good layout or to achieve a layout concept you may have in mind, is a good understanding of tables, btw im still learning but until I was able to write my own tables, nothing worked right....

If you feel like having a good book that could serve as a decent resource for site layout/design useability, etc the grab a copy of Jacob Nielsen's "Designing Web Usability" book published by New Riders.

I've never actually read it, but I saw this book suggested somewhere else:

Laura_Lemay's_Gude_To_Sizzling_Web_Site_Design

I have no idea how good it is or anything, so don't take my word for it.
