something about selecting the text and converting to a path.. you can't actually make the text a path.. select it, if I even had illustrator it would help.

create a bigger circle than the one you have, use the text on path tool and kinda drag it inside the circle, it'll flip and go counter-clockwise inside the circle.

No you make a circle, then get the 'text to path tool' and it writes along the spline.

if you use your direct selection tool (after your text is already on the path) you can grab the handle of your text (before your first letter) and drag in to the interior of your circle, which will flip your text upside down and going the other way. you can then drag it around the interior of your circle till its on the bottom and facing the correct direction, as in my example (which is what i think you're going for). only problem is that the interior diameter of your circle is smaller than the exterior diameter (duh) so you'll need to make a new bigger circle to use a path with the correct dimensions so it'll line up correctly with your top text. make sense?

Once you have the text flipped and placed at the bottom of the circle, look at "Baseline Shift" in you character palette and enter a negative value. With that number highlighted, use your up and down arrows.

I used to have a great tutorial for this online, but F2S killed it and I never put it up anywhere else.
