Can I have js set a cookie on my machine from a page loaded off my hard drive, no internet connection?

yes, you can (as long as you do it with a client side scripting language like javascript)

but if you want to be really sure if everything works just use an IS like Apache or ISS and test it that way.
(yes, you can get Apache for windows too)
