"Floating Image"

I'm not really sure what to call it but, I want to put an image "on top of 3 frames". It's basically an image that I want to constantly remain on the screen while the 3 frames under it is fully usable. I hope that makes sense. I'm thinking that the only way of doing it is through Flash or Javascript. Any suggestions?

I believe you want to use a layer. Please search google for more information.
