1st Question:
Well you can either resize the image (image > Image size) or if its already a layer within your image you can select it and do edit > transform > Scale

2nd Question
If you have photoshop 6.0 use 'rounded rectangle' look located under the line took (hold down line tool to access other tools)

OR use this tut (for any shape http://www.absolutecross.com/tutorials/photoshop/interfaces/round-edges/

I prefer by far the "Phong" method: Quickmask, Gaussian Blur, Brightness/Contrast adjustment.
