Threw this together fairly rapidly, but liked the results enough to share. Image is 1024x768 and 176KB.

Totally done in PS. The little rendered looking lines are simply several (thousand?) vector shape layer lines with arrowheads free transformed a trillion times. This pic shows what you can do with layer sets. Duplication is made a LOT easier that way.

Currently using it as my own background (I love blue backgrounds).
