It's alright perhaps a touch heavy on some of the filters. It looks like you have used a fair amount of dry brush. You could also try the smart blur filter, it can help in this kind of photo art.

i dont like the clouds, other wise its fine

Well depending on what you actually did to it i would have different comments, I dont really like the clouds like Mi Lo Fu said, but i think if you hadnt tried to smudge them they would look alright...

Are the clouds trying to hint at the presence of a bird? If so, I think that's a bit much. It also looks like you're trying to reach impressionist art simply by over-filtering a picture. But I'd like to know whether or not it was from scratch.
