here's some rules from another design community that may be interesting ..

photomanip

1. each participants provides at least one stock photo
2. the final image by each participants must SHOW CLEARLY at least one of the stock photo .. just as long as its clear enough to be seen
3. PS only

or else we can just do it like the way you guys do it over here

you basically do photomanipulation but you're not allowed to do ulation .. :o

and oh .. i dont know if you guys want it or not .. but there would no limit on entries .. :o .. basically the voters just choose whose final image they think is the best ..

but of course that's something we can change too .. 2 entries per participant maybe ??
