I am wondering if there is a tutorial on how to make a graphic fade away into the background on a webpage. It softens, gets kind of cloudy, and fades into the background. What is this technique called? Thanks.

What it seems you're asking should be a very simple thing to do. The first and perhaps easiest way to feather, or fade-off a graphic would be to create a Layer Mask for the graphic and use Gaussian Blur on that Mask. Gaussian Blur has a slider, and the more you blur, the more of a fade will occur on the edge of your graphic. I've written about masks often.
