ok, i got a picture and i want it to hug the top of the browser, no space so that all you see is where the picture starts, no color between bottom of top bar, and the picture it possible?

right click on a blank area on the page in dreamweaver, go to properties at the bottom of the pop-up list. then set the left and top padding and margins to zero.
