looking for a filter

once i had a filter which was like a light coming out of an image

I don't know of a filter, "per say" but if you made a yellow layer and played around with the blending layer mode; you might achieve the same effect.

"the make-a-slight-light-effect-from-any-kind-of-explosion-filter"? :p

j/k, yeah, just make a selection, feather it a lot, fill it with some kind of yellow, and experiment with blendingModes as Overlay, soft/hard light, colorDodge and such.
