Can't create circles in PS7

This is driving me nuts ever since I upgraded to photoshop 7 from PS6 it's been doing strange things. For instance I want to make a simple circle. I use the elliptical marquee tool set at a constrained aspect ratio of 1:1. I've made a new layer. Now I'm trying to fill that circle in with the fill tool but it's filling in the entire background of the whole image. I've never had a problem with this before. Now PS7 wants me to do things differently. Whats the deal?
It's probably just me going crazy but I don't know.

The only time that should be happening is if the Contiguous option for the Paintbucket is unchecked, but, defaults should have it checked.
