Photoshop 7.0 JPEG options problem?

Hi,
I save the picture as Tiff and then I enlarged the picture before changed to JPG. I clicked on the jpeg options. I clicked it the quality to the best. Is it ok? I looked at the format options that has baseline and baseline optionized and progressive. Which options do I chose for the clearer pictures? Thanks,
