scanlines in gradient?

How do you use scanlines in a gradient that fade just like the gradient color.
This is what I mean:

Todo what they did all you would need to do would be to make a new layer above the scanlines and fill in the gradient. Or you could use a layer mask on the scanlines. Hope this helps.
