Question on lighting effect

hey guys., i came across this winamp skin and i love the lighting effect, i was wondering how in the hell to achieve it? Is it actually a lighting effect or something else? Any help would be great. Thanks. Here is the link to the image i am refering to

they may have used on of the spot lights and changed the colors and stuff prolly have some layers in there

Try the dodge tool, set for highlight and very light exposure, maybe around 10%. Maybe a motion blur on the highlights too.

Hey guys thanks for the quick responses. I tried the gradient and glows didn't work to well. The dodge tool worked pretty well but i am having some trouble with it. I can't quite get the coloration right. On his its multiple shades of yellow, when i used the dodge tool, even if i choose the brightest yellow it only does highlights and not very bright. Any tips? I tried messing with hue/saturation etc to fix it but came up a bit short.

Also, i was messing with spot light down and in lighting effects but when i'm done i go back and it changes the image to totally black and just shows the light. How do i just save the light w/o messing up the image? (hope you guys undestand what i mean lol, thanks)

Tip: never modify directly on the original; always work with masks.
Also, never use dodge, burn and sponge tool, but use layer masks instead. Why? Because if you want to modify your design somewhere in the future, you're outta luck :(

Layer masks are great but you can't use them for everything. If you afraid of messing up a layer just duplicate it and work off the copy. But to not use the dodge/burn/sponge tool at all? Why not when it gets you the effect you need?

Not too famaliar with layer masks but i'll check into it, would anyone be able to duplicate this for me? Just to see how it comes out with your skills? Thanks again guys.

That's the fun of Photoshop, non-destructive editing. If you want to use the dodge, sponge and burn tools straight in the original, go ahead, I'm not going to stop you. I rather like to work non-destructive, that's the whole idea of Photoshop.
It's a rather silly advice of you to say "If you afraid of messing up a layer just duplicate it and work off the copy", because then you really don't understand what the concept of masks is.
