picture to airbrush effect???

Hi! im new here. Can anyone help how to solve this problem i am now creating a picture [real one] into an airbrush like effect [cartoon or real one] can anyone know how to do that?
Can you please show me what program to use. for example do i have to do it in coreldraw then finish it with photoshop.

I dont think this is what you mean, but you can open up the image in photoshop, go image > define brush. And then open up your airbrush, at the options tab at the top, change to the brush that you defined, and use that. If thats not what you mean, i'm sorry, try to explain a little better.
