2 ways...Try creating numerous layers of each word and gausian blur each layer a different amount and move each around a few pixels. You'll have to experiment, lots of different effects. Another way is to play with the motion blur filter. The key is to creating different layers. For example, the top word Terrorism is 3 or 4 blurred layers of the word Terrorism just moved around a few pixels. That should be it. That font is called "Smash" so search under Google.com for it, its a neat font. Thats about it, any more questions, post them.
