in photoshop 7 how do u get to effects to customize blur, intensity, angle, distance, and opacity? thanx and sorry bein such a n00b :(

ok maybe i can explain what im tryin to do.... im doin this tut. from http://www.teamphotoshop.com/photoshop/tutorials/ps_tut_ani_ps1.php its the Text lighting effect one and the tut is using photoshop 6 and i have photoshop 7 and im up to the part where i have to right click on my image in the layers tab and click on effects. well when i do that effects isnt there not even grayed out so i was woundering where do i go for that in photoshop 7? thanx
