vector-like pictures? |

I have seen a few images that were altered to look as if they were vector based, sort of cartoonized I guess.. But the original picture was not not. I was wondering how this is done. Something like this: http://mypages.blackvoices.com/heavenleighskyz/nss-folder/pictures/gingagas.gif Thank you |
