Blending Ice, Blue, Twirling, Sizzling effect

http://www.black-cell.comHey, Does anybody have any idea how this guy made that effect in the left hand corner, cause I really would like to know how to do it, and I've been tryin in photoshop and now it's really starting to bug the hell out of me. Thank you for reading this and responding....

This is how I see it. The back part of the image looks like a mixture of royal blue, light blue, black, and white. To get that effect, you would first use Filter->Distort->Twirl (play around with the settings first), then do Filter->Distort->Zigzag. Now for the top part of the image, it seems way way too sloppy to break it down, but probably it was random shapes beveled, then to give it that "reflecting" look, play around with the Brightness/Contrast (most likely you would need to raise the Brightness slightly and the Contrast by about 20 or 30. Just play with the options to achieve the desired effect).
