making grainy pictures

anyone know how to make grainy pictures out of regular pictures using filters or plugins?
i'm trying to make pictures like those you would see in the wall street street journal and also printed for the faces on american money bills.

the grain doesnt really do it, it just makes the picture grainy. what i'm looking for is a composite of dots and line, look on a money bill and you'll see what i need
