help with this effect

well i saw this sig on the board i hang out at, and i want to attempt to do this, but the person who made it wont tell me will someone tell me how to do it? i've been trying to find a tutortial on it but with no avail.

That looks like a screen shot of a WinAmp visualizer plugin to me....

For one thing, this is not a standard thing that photoshop can do. Photoshop can do a lot, but for 3D/rendered stuff, such as what you are showing in that image, it will require either an additional program or plug-in. I currently have no idea what could create the effect other than what has already been written about the winamp plug-in look of it.

Or get a 3D rendering program and fool around with bump mapping and lighting effects. See what you can turn out.

You actually "could" create the effect in photoshop, but you would have to be darn good with the airbrush and masking tools to do it. Unless you're a true 2D art master, you will have to look for an extra program to help out.

it looks like someone just used the Accented Brushes filter and just copied-> scaled over and over again. and throw in a couple of radial blurs.
