from picture to website

how do you go about slicing up a design that is currently a picture, so that it can be a website?
i have tried using the slice tool and then the save for web button, but photoshop's coding really blows and it depends on spacers so if i move 1 single thing, it all falls apart.. tips, anyone?

what are you trying to do by moving the spacers...

sometimes i add the content box after designing the page, and sometimes i want to have a width=100% but if i do that, the page falls apart
