can i not find the outerglow thing in ps7 haha..

Though I'm not positive, I would expect it to be the same as in Photoshop 6. You should be able to right-click on the layer you would like to apply it to, select "Blending Options," and then click on the Outer Glow tab. Then just play with the options as you see fit.
