There are no filters that I know of. You may just have to trace over the photo with the pen tool or something. It would be better to do it in illustrator. And if you want to make silly portraits, you will probably need some artistic talent as well.

What about Cell-Shaded? Is there a way to make a photo look cell-shaded?

use the cutout filter in photoshop, under artistic in the filter menus. better yet, if you have flash, bring the picture in flash, and trace bitmap, that will give you a good effect then you can export it as an eps and open it in photoshop again. but the programs for that are streamline, illustrator, or freehand, or any other vector tool that can trace, streamline is best choice. |
