Here's my advice: first, you need a machine that can handle huge files (both in 100s of Layers and in MB)- that, or set it up to process over night. I have a P4 1.5 GHz with a gig of RAM that is too slow for stuff like that. second, practice like a crazy man - the artists that make those are typically very, very elite (at least they are in my book) - I've found lots of them through books like Photoshop masters, and photoshopuser magazine. Many of them are from high-end British design schools. third, 3D Studio Max would help (although I'm not sure if it's used in that particular image) I don't have it, but I'd like to learn.
