how do i rotate a layer without rotating all the layers?

how do i do it. even the background is rotated and is vertical instead of horizontal. :confused:

use the selection tool
then do free transform

CTRL+T ... and grab the corner.

Make sure you have selected the correct layer before doing the rotation using Edit » Transform » Rotate
and not Image » Rotate Canvas
