okay now can anybody help me figure out how she does that? I tried asking her but all she told me was that she uses photoshop and the pen tool. I'd be grateful for any help!

Bottom line. She's an artist.

Nobody can "tell" you how to do something like that.

The technique is obvious though. As she said. The "pen tool", she is making individual paths to make up the drawing. Look close at the small color changes as in the hair. I would assume that each color represents a different path created with the pen tool.
