how do i do this...

i see this design in a lot of places but i cant make it. if you know how, please tell me how. thnx. its the blue background looking thing.

Heres what i'm tlaking about:

that´s just a whole lot of color-dodge-layers... (IMO..whatever..LOL)

try making layers with different clouds filters on top of eachother and using color dodge. its really just a bunch of messing with it to get what you want.

you can try putting some radial blur on some of the cloud layers and color dodging them.
