I was wondering how would I make a globe grid like with a 45degree inclination ?

If you can follow Phong's description, and know Photoshop at a decent level of competency, I suggest you experiment until you figure it out, make a tutorial and then post a link to it here.

Teaching is one of the best ways to learn.

3D Program xept for 3D Max, what do you recommend ?

Lightwave or Maya...If you dont want to use max because its complicated what you're trying to do is really easy...Draw a sphere...And in the material editor...Check the wireframe box...Apply that mtl to the sphere and render...Easy as that.
