Maybe with some outer glow u can get the effect. Try that make the dots digital number or what ever they are called and add some outher glow, have not tryed but i think it can do it |

The 25 and 47? I'd just screw around with blend modes and a blur... |

I would say they used an Outer Glow, the used it on the cell phones as well.

Duplicate the layer with just the dots. Apply a gaussian blur to them of oh... seven? Then duplicate the original layer again, gaussian blur of... uhm... three. Then apply an outer glow.
