how do u make an image look like it was drawn/sketched?

the blue hands/sand is the effect i'm looking for.

To tell you the truth i can't remember exactly how i did it, but i have a pretty good idea (just a couple of filters).

I'll paly around with it toinght and tell ya what i come up with.

i really need help quick, i have a project for english in which i have to draw some stuff from a book we read and i have to draw stallin, karl marx, and leon trotsky.. i was hoping i could use the method to clear the pictures up and thicken the lines so i can just trace the pictures.
