Does anybody know how to have like a blue glow. Like a blue glow stick?

You could use the 'outer glow' layer style. Then set it to a blue color.

yeah, layerEffects, but if you don´t want to "cheat"..then do this: 1. Take your stick layer, and copy it. 2. Make the new layer lighter and slightly bigger than the original layer. 3. Now gaussianBlur the new layer a bit 4. Change the new layer´s layerMode to "ColorDodge" That should make the same effect, it all depends on what you have in the background, of course.... |

If you want to waste time, and not be able to change your original 'glow stick' image without redoing that whole process, then do Paavo's process. But if you want to be able to do it with a few button presses, and then be able to resize, and reshape your original image without redoing everything, then do mine.
