...but I'll give it a guess, then other more competent plp can slap me in the bbbbbah..ack of my head if I'm totaly wrong.

My guess:

A handmade drawing was scanned and imported into ie PS and "fixed" and saved as a gif ???? I, personally, don't see how it could've been made in a progg from scratch. But, hey, I'm a newbie !!

Or bring your picture into flash and and click Modify --> Trace bitmap.

Its a real simple technique... if you wanna see some real vector art you go to vectorize
