In photoshop 6, i used the eliptical marquee tool and drew a circle.. filled it in with orange and want the circle's outline/border to be blue..
Can someone explain to me how this is done? Thanks.

With that same selection... (ctr+click the layer with your orange elipse) just go >EDIT >STROKE

or double click the layer with the orange elipse and apply the "stroke" layer style

Hope that helps

You could use your eliptical marquee tool and create a circle as big as you want. Fill that layer with the blue you want your border to be. then go to Select > Modify > Contract > however many pixels thick you want your border to be. Then fill that new selection with whatever you want your circle color to be. A little more complicated but i like to know different ways to do things .
