How does he do these circles of light?

I've read the tutorial on the Masters of Photoshop book on how to create these types of light effects. (see link below).

Can anyone point me to other tutorials for the burst of light effect? Howabout filters--are there any filters that create these effects? I've seen the KPT 7 lightning one, but I'm looking for something a little cleaner. Thanks!

that's a pretty easy effect to do.. but takes patience and experimenting with the layer modes...

Color Dodge mainly....
use the liquify filter in PS 6... Image > Liquify

or the smudge tool...gaussian blur... fading brushes.. etc.....

I don't think there's a direct effect to get that look...
