How do I add a layer behind another one ??

In the layers pallet, a layer being "below" another layer is equal to being "behind" any layer above it.
If you open a photo and it has only "background" available in the layers pallet, I just usually drag the "background" layer to the "New Layer" icon at the bottom of the pallet to duplicate it.
Then I hide the Background layer, and start working.... That way if I need the original, I still have it.
