help with custom palette for rgb to indexed conversion

I am trying to do some textile design in photoshop and am trying to convert an RGB image to an indexed color image using a custom color swatch table that contains 454 colors (corresponding to thread colors). I would like the final image to contain at most 40 colors selected from the swatch table and the 40 colors that are chosen would be based on the perceptual method. Photoshop only allows me to use a custom color table that contains at most 256 colors. Does anyone know of a way to do this? Note that I created the custom swatch table programatically using perl so I am able to convert the table to other formats if necessary.
