Is there any way to create a 22 piece pie, each piece a separate layer but perfectly around each other piece? I am not really creating a pie but using pie to describe it is the easiest to give you an idea of what I'm trying to do.

Sorry I wasn't really that clear. I have a game wheel that I'm trying to create, each section is supposed to be a different colour. It essentially will look like a sliced pizza or pie (meaning that each section is a triangle resembling a pie formed together as a circle). What is the most efficient way to do this?

22 is an unusual number. Since a circle is 360° each section will be need to be16.3636363636363636...to infinity. Can you make it 20 slices, then they'd be exactly 20°each?

It can't be any less than 22 but I suppose I can do 24, that way each section could be 15'?

New document....512px512px...size should be square if you want larger or smaller dimensions...

Then make guides at 256 both H and V.

Draw a line from the middle to the end of canvas using pen tool in path mode. Then duplicate the path and choose Transform Path.
Take the registration point, sometime you need to hold down Alt, and put it in the centre of the document where the two guides intersect.
Now at the top in the transform settings, input for the rotation the value.

If you want 22 pieces..do 360 / 22 = 16.36363636...
So each line should be rotated by that value...preferably choose 24pieces since 360/24=15..

So input 15.You should have now an incomplete triangle. Using the shape tool make a circle from centre to edges...perfectly symmetrical. Use Alt and Shift to constrain proportions and make circle from the clicked point...
Then use Pen tool to add points on the circle where the lines meet the circle. Now delete the rest of the circle except where it falls in the triangle. Now choose Add Adjustment layer and Fill Color. You have now a shape layer..
Now duplicate each layer and rotate 15 degrees from centre until you get a full circle..
