Can anyone figure out how this was done?

I had someone touch up a screen print of my avy from SecondLife, mostly to learn her work. I like to retouch as well, but she is just fabulous! She taught me a few tricks but looking at the before and after, beside all of obvious cleaning up work (smudging, smoothing, etc..), you can tell she added a certain touch or texture or "feel" to it that I can't quite put my finger on? I asked her about it and she laughed and said..ya..this is my secret, sorry. She did comment that it was sooo easy it's laughable, but she would rather not share it. It's almost like there is a certain haze to the whole picture, idk?? There is certainly a different look to it.

Sooooo, can anyone tell what it is she doing and share??? It's driving me crazy! lol

It looks to me as if photofilter and Gaussain blur would do the trick
