I tried all of the blur effects, and all of the filter effects and i'm 100% sure that they don't work to get this effect

If you use the "Median" filter in the "noise" filter you will get this effect.

I tryed that, it comes close but it's not exact. The original is still cleaner and smoother looking.

Well now you need to figure out the technique, What I would do is duplicate the original layer a few times, add the median filter to each layer, exept the original, and at different amounts per layer, for example, make 3 layers with the original being the 4th, and add the filter with a setting of 1, to the first layer, and a level of 2 to the next and a level of 3 to the third, and then use the quick mask and a soft low presure brush to blend the layers together, using the layer blend modes and then to get the detail back, put the original on top with a blend mode, this should get you close enough |

You could try a plug in filter such as one of the topaz filters, topaz clean would probably do it or topaz adjust/simplify. then you can make final adjustments in ps.

It was a plugin called Redfiled Perfectum. I finally found it. I used it on a new website I made - www.monstergline.com
