Blur with solid edges..?

I'm trying to figure out how to do an effect along the lines of this:



I have no idea where to start. I guess I want to keep the edges defined, but still have a blur-type effect in there. But I also like how the colors are kinda washed, if that's the right term for it?

The easiest way is :
go to Images ---> Adjustments ---> Shadow/Highlights.......

In the dialog box that appears, you'll have to play randomly with different "sliders" until you get your desired result.

My friend asked her about it for me, and apparently she used her Mac's built-in webcam, and set it on an effect called "glow?"

I just did some research, and it's the "Photo Booth" application's glow effect that does it. Does anyone happen to know how to imitate that in PShop?

i have seen that type before.. on posters and such...

try a little saturation and use the smart blur...
