Why won't distort come up?

Hello,

I've been trying to use either displacement or the 3D function to create a realistic looking tattoo on a photo, but even the simplest line image won't bring up the "distort" or "render" option under "filter." I'm using CS, and
I can't seem to figure out what I'm doing wrong.

If anyone can CC me privately in a message, I'd be grateful, as I'm on a deadline and won't have time to lurk here much.

....you must only be in an 8 bits per channel mode, or you lose a bunch of filters. I found this in the archives eventually, just searched wrong initially.
